Yes. You ask in plain words, spoken or typed, and agents answer under your handbook: about your rules, your audit evidence and the work itself.

Is this only for software?

No. IT is where most companies start, because the rules are easiest to write down. Marketing, sales and operations follow, chapter by chapter.

What happens to decisions made in a meeting?

Constitor is designed to record what you agree as a decision, with who decided and under which rule. Agents turn it into work, and a named person approves the result.

Do we need new tools?
